​​Foo Mee Har
Chief Executive Officer

Ms Foo Mee Har is the Chief Executive Officer of the Wealth Management Institute (WMI) at the Nanyang Technological University in Singapore. She has overall responsibility for managing and leading WMI in the provision of wealth management education, research and consulting services. She brings over 27 years of senior management experience in managing a diverse portfolio of international businesses.

Ms Foo is also a Member of the Singapore Parliament for the West Coast Group Constituency (GRC) since 2011. She is the Chairman of the Estimates Committee of Singapore Parliament, as well as a member of the Government Parliamentary Committees of Education, Finance and Trade and Industry.

Ms Foo started her career as a Management Consultant in 1990, and subsequently held various senior positions across business lines and geographies with leading international firms. She was with Standard Chartered Bank for close to 20 years, during which she held a number of senior positions across the Group. From 2008 to 2012, she was the Global Head for Priority & International Banking, with overall responsibility for banking, financing and wealth management of affluent and international banking client segments, a business that spanned across 30 markets in Asia, Middle East and Africa.

From 2005 to 2008, Ms Foo was the President & CEO of Standard Chartered Bank (Thai) pcl with overall responsibility for the bank’s business and operations in Thailand, including Capital Markets, Corporate & Institutional Banking and Consumer Banking. She was appointed Country Head of Consumer Banking in China in 2003, spearheading the franchise growth across 10 cities pan China. 

Ms Foo graduated with a Bachelor of Science (First Class Honours) degree from the University of New South Wales, Australia with a major in Occupational Psychology. She has attended executive management programmes at the London Business School, Templeton College (Oxford University) and INSEAD.

She is married with 2 sons, and has lived and worked in several countries including Malaysia, Australia, China, Thailand and Singapore.


Benedict Leh
Director, Accreditation & Standards

Prior to WMI, Ben spent 14 years as an investment banker at Citigroup and Credit Suisse. His last role was Director, Head of Citi’s syndicate desk responsible for all local currency fixed income issuance for all Asia Pacific countries. Prior to that, Ben was with Citi’s Debt Capital Markets (DCM) origination team and the Corporate Finance team in Singapore. From 2000 to 2001, Ben was with Credit Suisse in Hong Kong as part of its Asian G3 DCM origination team.

Ben left Citi in September 2008 to pursue a career in public services. From 2009 to 2010, he was Director for Development at the National University Health System (NUHS) where he headed two IPC charities and philanthropic development projects within NUHS covering needy patients and students, medical training and research, as well as related infrastructure development. Ben also volunteers as a board member with the Children's Cancer Foundation.

Ben graduated from the National University of Singapore with a BBA (Hons.) First Class and is also a CFA Charterholder.


Lee Hock Boon
Director, Business Development

Hock Boon joined WMI in 2012 to develop a new series of IBF accredited open programmes for priority banking and to build a new consumer banking client segment for WMI. He went on to develop a licensing partnership with Siam Commercial Bank to create their Wealth Academy as well as a multi-year partnership with Bank of Singapore and Nanyang Technological University for the Advanced Diploma in Private Banking. In 2016, he launched WMI’s first online learning for consumer banks, insurance firms and IFAs as well as a custom HNW Private Client programme for insurance and consumer banking client advisers. His most recent initiative has led to the successful partnership with UBS to develop WMI’s inaugural Risk Management AML programme for the industry.

Beyond his business development role, Hock Boon oversees a number of the open and custom programmes under WMI’s Executive Education. He manages the relationships of WMI’s key clients in private banking, consumer banking and insurance.

Before joining WMI, Hock Boon spent over 16 years with various leading banks. His last role was Head of Wealth Management Singapore with ABN AMRO. That role saw him driving the bank’s transformation from a mass retail bank to a successful wealth management platform through the Van Gogh Preferred Banking value proposition. He led a team of more than 150 persons and his responsibilities included the development and implementation of strategy and policies, the management of branches and sales distribution, as well as overseeing branch operations, marketing, client acquisition and client servicing.

Hock Boon graduated from the National University of Singapore with a Bachelor of Business Administration and has a Master of Business Administration with Honors from the University of Chicago Booth School of Business.

Chan Ee Lin
Director, Wealth Planning & Risk Management

Ms Chan commenced her career at the Monetary Authority of Singapore in 1988, where she was charged with foreign bank supervision and participated in drafting the first Code of Conduct for the Association of Banks in Singapore. An advocate and solicitor admitted to the Singapore Bar, she is an internationally recognised trust planner and family business governance specialist advisor to high net worth families in Asia Pacific & Middle East, and has held C-suite and regional roles in major international banks for almost 3 decades. Besides her expertise in trust structuring and family business succession planning, she is also well versed in strategic philanthropy, insurance solutions, business development, business management, restructuring, audit, corporate governance, regulatory compliance, anti-money laundering and risk management.

For many years, Ee Lin has developed programmes accredited by the Institute of Banking & Finance and received top rankings as a faculty member for WMI and other educational institutes. In particular, she designs and provides Next Generation training at international private banks, as well as Wealth Planning training at the WMI/Singapore Management University’s Master of Science in Wealth Management programme and at WMI’s basic and advanced trust and private banking certification programmes for practitioners. She continues to serve as faculty at WMI and is programme director for WMI's inaugural Anti-Money Laundering Risk Management Programme sponsored by UBS.

Prior to joining WMI, Ee Lin’s career has included roles such as Co-Founder of RHT Family Office, Regional Head of Wealth Planning at Coutts, CEO of Clariden Trust Company (Singapore), and Chief of Staff and Asia Pacific Head of International Estate Planning at ABN AMRO Private Banking.

Ee Lin holds a Bachelor’s degree in Economics from Stanford University (Magna Cum Laude), a Master’s degree in Business Administration in International Wealth Management from Carnegie Mellon University, Tepper School of Business (Magna Cum Laude), and a Doctor in Jurisprudence from Singapore Management University (Magna Cum Laude). She is a fully qualified lawyer on the rolls of the Singapore Bar as well as a fully qualified Trust & Estate Practitioner with the Society of Trust & Estate Practitioners (TEP). Often called on to moderate and speak at conferences, Ee Lin has won various academic and business excellence awards. She has been internationally featured in the CityWealth International Financial Centre PowerWomen Top 200 global list for the past 4 consecutive years, and has lived and worked in Hong Kong, Geneva, Jersey, Luxembourg and Singapore.
